Terms of Service
These Terms of Service ("Terms") govern your use of the Top-up Harbor website (topupharbor.nl / topupharbor.com) and your purchase of digital in-game currency top-ups through it ("Service"). By placing an order, you agree to these Terms.
1. Who we are
Top-up Harbor is a sole proprietorship. VAT ID: NL005551549B56. Top-up Harbor is based in the Netherlands and registered with the Dutch Chamber of Commerce (KVK) under number 42167382. Address: Begijnstraat 6, 4871 EH Etten-Leur, the Netherlands (no visiting address). Top-up Harbor is an independent shop and is not affiliated with or endorsed by the game publisher or any official web store.
2. What we sell
We sell digital content: top-ups of in-game currency (Apex Coins) for Age of Empires Mobile, credited directly to the Player ID (Governor ID) and server you enter at checkout. The products are for Age of Empires Mobile only and only for an existing player account. We never ask for your password or other game login details. Nothing is physically shipped.
3. Orders and payment
Prices are shown in EUR. For customers in the Netherlands and the other EU countries, prices include 21% Dutch VAT; for customers outside the EU we do not charge Dutch VAT and the invoice says so. The country you give when ordering decides which VAT rules apply. For this we also record the country of the payer's bank or card and, from the IP address, an estimated country; if these do not match the country you gave, we may check the order first or refuse it. We only deliver to the countries in the country list (see the FAQ) and may close a country temporarily. The total price, with any costs, is shown before you order; we charge no extra costs. You pay in advance and in euros, with a Tikkie payment request (ABN AMRO) or by bank transfer to our business account. State your order number with a bank transfer. After you place your order you receive the payment link or the payment instructions on the order page and by email. If you live in another European country, you pay by SEPA transfer (an ordinary euro transfer within Europe). If you live outside Europe, you pay by international bank transfer; your own bank may charge fees and it can take longer. The bank details are on the order page and in the email. The order button is labelled "Order with obligation to pay": by clicking it you enter into an obligation to pay. Top-up Harbor is the seller of the products you buy.
To place an order you need: the email address for your account, and the Player ID (Governor ID) and server of the game account that should receive the top-up. You are responsible for providing correct details for your order.
You need an account to place an order. You register with your email address and log in with a one-time link that we email to you; no password is needed. You must be 18 years or older to place an order. You are responsible for keeping your mailbox secure. Your orders are linked to your account and can be viewed under 'My account'. We may block an account in case of abuse or suspected fraud. See our Privacy Policy for the data we keep for an account.
If a payment is reversed or disputed without valid reason after we have delivered your order, we may block your account and the Player ID concerned, and we may provide the evidence of your order, consent and delivery to our bank and, where necessary, to the authorities. This does not affect your statutory rights.
You may only pay using the methods we offer. The name of the payer must match your own name as the customer. If a payment is made by someone else on your behalf, we will refund it and will not deliver the order.
Before delivery, we may ask you for information to verify your identity or the origin of the payment (for example by confirming details by email), including for orders above certain amounts or in case of unusual order patterns, and we may refuse an order on this basis. Objective reasons are, for example, a bank country that differs from the country you chose, a payment made by someone other than yourself, or repeated failed deliveries for the same Player ID. If we refuse an order after you have paid, we always refund the amount. We do not ask you for a copy of your identity document. We do not publish the specific thresholds that trigger this check.
4. Delivery
We start delivery as soon as your payment is confirmed and deliver automatically. If you order several units, we deliver them one by one; there is usually 5 to 15 minutes between two deliveries. You see the estimated duration with your order. Per Player ID we deliver a maximum number of units per 24 hours and per week; the current maximums are shown when you order. If a delivery fails because of a disruption, we will still deliver, no later than 3 working days after your payment, directly to the Player ID and server you provided. We first ask whether you still want delivery; if you do not, we refund the undelivered part on your request, without undue delay and no later than 14 days. Manual review or extra verification can delay delivery. You are responsible for entering a correct Player ID and server/zone — we cannot reverse a delivery made to an incorrect account you provided.
5. Right of withdrawal, refunds and legal guarantee
5.1 Right of withdrawal
You have the right to withdraw from an agreement with us within 14 days without giving a reason. Our products are digital content that we start to deliver immediately after payment. That is why the checkout asks you for two separate confirmations, which are never ticked in advance: (1) that you expressly agree that delivery starts immediately after payment, and (2) that you acknowledge that you lose your right of withdrawal once delivery has started. You can only place an order if you have given both. If you have, your right of withdrawal ends for each unit as soon as delivery of that unit has started; for units that have not yet been delivered you can still withdraw, and we refund that part. We record your two confirmations with your order (text version, language and time) and confirm them to you by email with a downloadable confirmation.
5.2 How to withdraw
You can withdraw in three ways: (1) online, with the button "Revoke agreement" in the footer of every page, which works without logging in (an online withdrawal function is required under the rules that apply since June 2026); (2) with a clear statement by email to info@topupharbor.com; or (3) with the model withdrawal form below. It is enough to send your withdrawal before the withdrawal period ends. We confirm receipt of your withdrawal by email without delay.
5.3 Model withdrawal form
Complete and return this form only if you wish to withdraw from the contract. You can also use the online withdrawal function: Revoke agreement

5.4 Refunds
If you withdraw in time, before delivery has started, we refund the price you paid without undue delay and in any case within 14 days after we received your withdrawal. We refund to the same bank account the payment came from, unless you agree otherwise. This costs you nothing.
If your order is not delivered, or delivery fails because of an error on our side, contact us: we will investigate and redeliver or refund, depending on the case. If we cannot deliver part of your order within 3 working days of your payment, we refund the part that was not delivered: the number of undelivered units times the price per unit. We refund to the account you paid from, without undue delay and no later than 14 days. What has already been delivered remains yours. Please contact us for this. A delivery to a Player ID or server that you entered incorrectly cannot be reversed by us, so please check your details on the order page before you pay. Apart from your statutory rights, a successfully delivered order cannot be cancelled or refunded.
5.5 Legal guarantee for digital content
The digital content we deliver must match what was agreed: the Apex Coins you ordered must be credited, in the agreed quantity and within the stated delivery time, to the Player ID and server you entered. If that is not the case (for example if nothing arrives or a wrong amount is credited), you have the statutory consumer rights for digital content that does not conform to the agreement, such as (re)delivery, a price reduction or a refund. Nothing in these Terms limits those rights. Contact us using the details in section 10; if we cannot resolve it together, you keep your legal remedies.
6. Availability and pricing
Products, prices and availability can change. A change does not affect an order that you have already placed and paid for. We are not liable for temporary unavailability of a product or of the Service, except where the law holds us liable.
7. Acceptable use
You may not use the Service for fraudulent purposes, to top up accounts you are not authorized to top up, or in violation of the terms of service of the game publisher whose product you are purchasing. You may not resell the products you purchase from us.
You also may not:
- use multiple accounts, false details or automated means to get around limits, such as the maximum per order or per Player ID per 24 hours, or our security measures;
- interfere with the operation or security of the Service.
If we reasonably suspect that you are breaking these rules, we may refuse or pause an order and restrict or close an account. If an order has been paid but not (fully) delivered, we handle it under article 5 and our policy for failed or partial deliveries: we first try to deliver again, and if that fails we refund the part that was not delivered.
You may not copy or commercially use our own texts, images and designs without permission, except where the law allows it.
8. Liability and your statutory rights
Nothing in these Terms excludes or limits your statutory rights as a consumer, or our liability where the law does not allow that (for example for intent or gross negligence, or for death or personal injury). A game publisher has its own rules and can take measures against a player account on its own initiative; we have no influence over that. We are not responsible for measures that a game publisher takes against your game account on its own initiative, unless we caused them ourselves, for example by breaching these Terms or the law. If you suffer damage because we fail to perform our obligations, you can claim the compensation the law gives you.
9. Governing law
For your order, the version of these Terms in the language in which you order applies. These Terms are governed by the laws of the Netherlands. Disputes will be submitted to the competent court in the Netherlands, without prejudice to any mandatory consumer-protection rights you may have in your country of residence. We deliver only to customers in the countries on our list of delivery countries; the country you choose when ordering must be on that list. If your country is not on it, contact us: in some cases we can deliver manually. We do not deliver to countries or persons under EU, UN or US sanctions, or to any country that we have not cleared for legal or tax reasons.
10. Contact
Questions about these Terms? Contact us at info@topupharbor.com, by phone at +31 76 205 8008 (customer service hours: 9:00–22:00 Dutch time) or on WhatsApp.
11. Complaints
Not satisfied? Email us your order details at info@topupharbor.com, or contact us by phone or WhatsApp. We confirm receipt promptly, respond to complaints within 1 working day and in any case give a substantive answer within 14 days, and we look for a solution together with you. We are not affiliated with a dispute resolution body.
If we cannot resolve your complaint together, you can ask for advice from the Dutch consumer authority ACM (ConsuWijzer, consuwijzer.nl) or, if you live in another EU country, from the European Consumer Centre in your country. You can also always go to the competent court (see section 9).
